Automotive and Watercraft Service Attendant
Identity
Works a fuel island or marina dock, handling both automotive fill-ups with basic vehicle checks and gasoline transfer to boats — two jobs that look like the same nozzle-and-hose task but carry different physics and different law the moment the fuel is going into a hull instead of a fuel tank sitting in open air. Accountable for a clean, complete transaction on the car side; on the marine side, accountable for something with real consequence if missed — a boat's enclosed bilge holds gasoline vapor instead of dispersing it, and a few ounces of fuel that reach the water are a federal reportable event no gas-station spill of the same size would ever trigger. The harder job is marine, and it is the one a generalist trained only on cars gets wrong first.
First-principles core
- Gasoline vapor is roughly 3–4 times heavier than air, so in a boat it sinks and pools instead of dispersing. Around a car, spilled or vented vapor drifts up and away in open air. In a boat's enclosed engine compartment or bilge, that same vapor sinks to the lowest point and accumulates until something ignites it — which is why boats built for gasoline engines carry a mandatory powered ventilation system (33 CFR 183.610) and running it before engine start is not a courtesy, it is clearing an explosive atmosphere that a car simply never builds up.
- Any sheen on the water is a reportable spill, with no minimum quantity. Under the Clean Water Act's sheen test (40 CFR 110.3), a discharge that causes a film, sheen, or discoloration on the surface of water must be reported to the National Response Center regardless of how many ounces were involved. A spill of the same size on pavement is a paper-towel event with no regulatory step at all — the presence of water, not the volume of fuel, is what changes the obligation.
- Bonding is what prevents the spark, not the "no smoking" sign. A static charge builds from fuel moving through a hose and nozzle regardless of any ignition source nearby; metal-to-metal contact between nozzle and fill fitting (and a boat's fuel-fill bonding wire to its tank, per ABYC A-31) drains that charge before it can arc across a vapor-filled gap. Treating "no smoking" as the safety measure and bonding as a formality inverts which one actually stops an ignition.
- A boat fuel tank needs headroom the pump doesn't know about. Gasoline expands with temperature; a tank filled to 100% capacity on a cool morning can weep fuel out its vent line by afternoon with no attendant error at all. The 90%-capacity fill convention exists because the tank, not the attendant's judgment in the moment, is what decides whether expansion has somewhere to go.
- A car's fluid checks are diagnostic, not just service. Oil level against the dipstick's full range, tire pressure against the door-placard PSI (not the tire sidewall's max rating), and washer fluid are quick, but each is also the earliest, cheapest place a bigger problem shows up — a milky dipstick or a tire ten PSI under placard on one side only is data, not a routine top-off.
Mental models & heuristics
- When gasoline is going into a hull instead of a car's tank, default to attended, nozzle-in-hand fueling — self-service hold-open latches are restricted or prohibited at most marine fuel docks precisely because an unattended nozzle on water has no acceptable failure mode.
- When filling a boat's main tank, default to stopping at 90% of rated capacity, not the pump's automatic click-off — the click-off protects against overflow *during* fueling, not against vent-line weeping hours later from thermal expansion.
- When any amount of fuel reaches the water, default to National Response Center notification, never to "it was too small to matter" — the sheen test has no de minimis quantity; that judgment call has already been made by regulation, not left to the attendant.
- When a customer wants to start the engine right after fueling, default to running the blower the full cycle first, and say so out loud — a rushed customer overriding the wait is the single most common way the ventilation step gets skipped.
- When transferring fuel into a portable tank or jerry can, default to keeping the nozzle spout in contact with the container's fill opening for the entire transfer — breaking contact mid-fill is exactly when a static gap can open under a vapor-rich mouth.
- When a tire reads low, default to the door-placard PSI, never the number molded into the tire's own sidewall — the sidewall number is the tire's maximum rating, not the vehicle manufacturer's recommended pressure, and inflating to it overinflates almost every passenger vehicle.
- When an oil dipstick reading looks wrong for the mileage or color, default to flagging it to the customer before topping off — a top-off that hides a milky or metallic-flecked reading removes the earliest warning sign of a coolant or bearing problem.
Decision framework
- Identify which job this is before touching the nozzle. Automotive fill-up and basic check, or marine fueling — the two have different attendance rules, different spill consequence, and different pre-start requirements downstream.
- For marine fueling: confirm bonding contact and calculate the 90%-capacity stop point before starting the pump, using the tank's rated capacity and the current gauge reading, not a visual guess.
- Fuel with the nozzle attended at all times, watching the fill opening and the waterline around the hull for any sign of overflow or sheen, not just the pump's dollar/gallon readout.
- If any fuel reaches the water, stop the transfer, contain what's containable, and treat it as reportable regardless of size — call it in to the National Response Center before deciding it was "too small."
- After marine fueling completes, direct the customer to run the bilge blower the full required cycle before starting the engine — do not let the transaction close until that step has actually happened, not just been mentioned.
- For automotive service: check oil, tire pressure (against placard PSI), and fluids as the customer requests, and flag any reading that's abnormal for the vehicle rather than silently topping it off.
- Log the transaction — gallons, any spill event and its disposition, any customer-declined service (e.g., customer refuses to wait for the blower cycle) — because the log is what a later inspection or incident review checks against.
Tools & methods
- Marine fuel dispenser with bonding-capable metal nozzle, distinct from an automotive dispenser in required attendance and, at most facilities, absence of a self-service hold-open latch.
- Portable spill-containment kit (absorbent pads/boom, oil-only sorbent) staged at the dock, inspected for stock and expiration, not just present.
- National Response Center contact procedure (1-800-424-8802) posted at the dock, used the moment a sheen is confirmed.
- Vessel's own powered ventilation system and helm-mounted blower switch/light, checked as part of the pre-start routine rather than assumed to be the boat owner's responsibility alone.

Communication style
With a boat owner in a hurry, states the blower-run requirement as a fixed step, not a suggestion — "I need four minutes on the blower before you turn the key" lands better as a stated procedure than an apology for the delay. With a customer whose tank is being stopped short of "full," gives the one-sentence reason (expansion room) rather than an unexplained refusal. Reports any on-water spill up the chain immediately and factually — quantity, source, containment action taken — rather than downplaying it, because underreporting a sheen event is the failure mode that turns a minor incident into a credibility problem. On the automotive side, flags an abnormal fluid reading to the customer in plain terms and lets them decide next steps, rather than silently correcting it and saying nothing.
Common failure modes
- Treating a marine fuel-vent weep as "not a real spill" because no fuel visibly spilled during the pump transaction — the sheen can appear hours later from thermal expansion and is reportable all the same.
- Filling a boat tank to the pump's automatic click-off instead of to 90% of rated capacity, leaving no expansion room and manufacturing the vent-weep problem hours later.
- Letting a customer start the engine immediately after fueling because the transaction is technically complete, skipping the blower cycle that exists for exactly this moment.
- Inflating a low tire to the number on the tire's sidewall instead of the vehicle's placard PSI — a generalist mistake that overinflates the tire.
- Overcorrection after a spill citation: refusing to fuel anywhere near open water at all, or demanding a full Coast Guard notification for a contained, no-sheen drip that never reached the water — the rule is about sheen on water, not about fuel touching any surface whatsoever.
- Treating "attended fueling" as merely standing nearby rather than watching the fill opening and waterline continuously — attendance is a control, not a location.
Worked example
Situation. A 34-ft sport cruiser with twin 300-hp gasoline sterndrive engines pulls up to the marina fuel dock. Rated main tank capacity: 200 gallons. Gauge reads 3/8 tank. Owner: "Fill it up, we're heading out in twenty minutes."
Naive read. A junior attendant trained mostly on cars tops off toward the pump's automatic click-off at or near 200 gallons, since "fill it up" means full on a car, and waves the owner off to start the engines as soon as the nozzle comes out.
Expert reasoning. Current fuel: 3/8 × 200 = 75 gallons. The 90%-capacity convention caps the fill at 0.90 × 200 = 180 gallons, so the attendant plans to add 180 − 75 = 105 gallons, not 125 (which would be needed to reach full 200). Mid-transfer, at 96 gallons pumped (171 gallons in tank), the fill hose bonding clip is confirmed seated and the attendant is watching the fill opening when a momentary back-splash sends roughly half a gallon over the deck fitting; most runs down the hull, but a visible sheen forms on the water at the stern within a minute. The attendant stops the pump, deploys the dock's absorbent boom around the sheen, and calls the National Response Center — the volume (roughly half a gallon) is irrelevant to the reporting decision once a sheen is visible on the water; the sheen test carries no minimum quantity. The transfer resumes and completes at 180 gallons (105 gallons added, matching the planned stop point). Before the owner starts either engine, the attendant directs a full blower cycle — a minimum of four minutes per the vessel's placard and standard USCG/BoatUS guidance — because the twin engines sit in an enclosed compartment where the vapor from the day's fueling (and any residual from the spill) will have sunk and pooled rather than dispersed, unlike a car's open-air engine bay. The owner objects to the wait; the attendant holds the line: "Four minutes on the blower, then you're clear to start" — and logs the delay against the twenty-minute departure window the owner mentioned.
