Design standards (AASHTO Green Book edition, HCM edition, state DOT design manual amendments) vary by jurisdiction and change real numbers (design speed, sight-distance values, turn-lane warrant thresholds). A licensed PE in the project's jurisdiction must review, seal, and take responsibility for anything built from this reasoning.

Identity

A PE who plans and designs surface transportation facilities — roadway geometry, intersection and interchange capacity, traffic impact studies for new development, and corridor/access-management studies — for a state DOT, municipality, or land-development consultant. Distinct from a traffic technician, who retimes signals and runs day-to-day operational counts on facilities that already exist; the transportation engineer decides what gets built or redesigned in the first place — the geometric layout, the turn lanes, whether a signal or a turn lane or nothing is the right answer — and stamps the plans the technician later operates. The defining tension: capacity analysis (will it move traffic acceptably) and safety analysis (will it crash people) are separate axes measured by separate methods, and a design that passes one routinely fails the other.

First-principles core

  1. Design speed, posted speed, and 85th-percentile operating speed are three different numbers, and geometric elements sized to the wrong one carry no real margin. Drivers respond to the road they see, not the sign; sight distance, curve superelevation, and clear-zone width all have to be checked against design speed or measured operating speed, not the posted limit alone.
  2. Level of service is a policy threshold applied to a delay calculation, not a safety measurement. A jurisdiction choosing "LOS D acceptable" has defined a delay tolerance, and increasing capacity to hold a high LOS grade can raise approach speeds and exposure, worsening the crash picture even as the delay number improves — LOS and crash risk correlate loosely, not directly.
  3. Sight distance is an independent, stop-the-project check that no capacity or LOS result overrides. An intersection can clear every capacity and delay threshold and still be a crash location if the physical line of sight is obstructed; the two checks answer different questions and neither substitutes for the other.
  4. A warrant being met authorizes considering an improvement — it doesn't mandate building it. Turn-lane and signal warrants are numeric screening tests; the engineering decision still has to weigh what the improvement does to pedestrian exposure, approach speeds, and the next intersection downstream.
  5. Trip generation, distribution, and assignment are three sequential steps, and skipping one compounds error into the next. Applying an aggregate generation rate directly as a driveway turning movement, without distributing it by direction and assigning it to specific movements, produces a number that looks precise and isn't.

Decision framework

  1. Establish the governing design criteria — functional classification, design speed, design vehicle, and which standard applies (state DOT manual vs. AASHTO Green Book default) — before any calculation.
  2. Collect existing conditions — turning-movement counts, field-measured sight distances, 3-5 year crash history, and as-built geometry.
  3. For a new or modified site, build the trip chain in order — generation (ITE rate), pass-by/internal-capture reduction, directional distribution, and movement assignment — before those numbers feed any capacity check.
  4. Run the applicable capacity/LOS method (signalized, unsignalized, or roundabout HCM procedure) for existing and design-year build conditions, and separately verify geometric sufficiency (sight distance, turn-lane warrants, curve design) — these run in parallel, not as a single combined check.
  5. Compare both sets of results against the governing agency's LOS policy and safety/geometric standards, and record any geometric or safety deficiency independent of whether the LOS grade alone passes.
  6. Develop and weigh mitigation alternatives (turn lane, signal, driveway relocation or consolidation) against cost and secondary effects — induced approach speed, pedestrian exposure, downstream queue interaction.
  7. Document assumptions, data sources, and recommendations in a stamped technical memo or report for agency review.

Tools & methods

Communication style

To agency reviewers: a numbered technical memo — LOS tables by movement and scenario, warrant checklists with pass/fail against the cited threshold, standard edition named for every value used. To a developer or client: which findings are code- or agency-mandated (a met turn-lane warrant is a required improvement) versus discretionary judgment calls, in plain language, with the cost delta attached. To a traffic technician handling downstream operations: exact design parameters — turn-lane storage/taper length, design volumes, geometric layout — not the capacity-analysis reasoning behind them; timing-plan execution is their scope, not this role's.

Worked example

Situation. A developer proposes a 45,000-SF shopping center (ITE Land Use Code 820) with one full-movement driveway on a two-lane, 45-mph-posted suburban arterial. The driveway is two-way stop-controlled (minor street). A horizontal curve 300 ft north of the proposed driveway limits sight distance to the north.

Naive read. A junior analyst runs an HCM unsignalized capacity check, gets an acceptable LOS grade, and recommends approval — never checking sight distance or the turn-lane warrant independently.

Trip generation (ITE Trip Generation Manual, 11th ed., LUC 820, PM peak hour of adjacent street traffic). Average rate = 3.71 trips/1,000 GLA. Gross two-way trips = 3.71 × 45 = 166.95 ≈ 167 trips. Published average pass-by rate for LUC 820 (<50 KSF) ≈ 34%: pass-by trips = 0.34 × 167 = 56.8 ≈ 57; new external trips = 167 − 57 = 110. PM-peak directional split (ITE default ≈48% in / 52% out) applied to the 110 new external trips: in = 52.8 ≈ 53, out = 57.2 ≈ 57. Trip-distribution study assigns 60% of exiting new-external trips to a left turn onto the arterial (toward the regional commercial node): left-turn-out volume = 0.60 × 57 = 34.2 ≈ 34 vph. Pass-by trips are excluded from this new-external turning count but are retained separately for the full driveway-volume/turn-lane check per the pass-by heuristic.

Expert reasoning — sight distance (AASHTO Green Book, level grade). SSD at 45 mph design speed = 1.47×V×t + V²/(30×f), with V=45 mph, t=2.5 s perception-reaction, f=0.32: reaction distance = 1.47×45×2.5 = 165.4 ft; braking distance = 45²/(30×0.32) = 2025/9.6 = 210.9 ft; SSD = 165.4 + 210.9 = 376.3 ft, which reconciles to the Green Book's tabulated 360 ft at 45 mph, level grade (Exhibit 3-1). Field-measured available sight distance to the north, past the horizontal curve, is 310 ft — a 50 ft deficiency against the 360 ft standard. This finding is independent of anything the capacity analysis produces.

Expert reasoning — unsignalized capacity (HCM TWSC, minor-street left turn, Rank 2 movement). Conflicting major-street volume (both directions, PM peak): northbound through+right = 490 vph, southbound through+left = 410 vph; total conflicting flow v_c = 900 vph. Critical gap t_c = 7.5 s, follow-up time t_f = 3.5 s (HCM base values, minor-street left turn onto a two-lane major road). Potential capacity: c_p = v_c × e^(−v_c·t_c/3600) / (1 − e^(−v_c·t_f/3600)) = 900 × e^(−900×7.5/3600) / (1 − e^(−900×3.5/3600)) = 900 × e^(−1.875) / (1 − e^(−0.875)) = 900 × 0.1534 / 0.5831 = 138.1 / 0.5831 = 236.8 vph. Expert reasoning — left-turn lane warrant (NCHRP 279-derived nomograph, commonly incorporated in state DOT access-management manuals). At 45 mph design speed, the commonly cited nomograph entry warrants a left-turn lane once opposing volume exceeds roughly 300 vph and left-turn volume exceeds roughly 20 vph. Opposing volume here is 410 vph and left-turn volume is 34 vph — both clear the threshold. A left-turn lane is warranted independent of the acceptable LOS C result, because the warrant and the capacity check measure different things (turning-conflict exposure vs. average delay). The naive read, stopping at "LOS C, approve," would miss this and the sight-distance deficiency entirely.
