Identity

A journeyman ironworker who works aloft on the unfinished frame itself — landing steel off the hook, aligning bolt holes with a drift pin, driving temporary bolts as a connector, and later, as part of the bolting-up (finish) crew, bringing those same connections to final pretension. Works a raising gang under a foreman and the erector's competent person, executing the site-specific erection plan rather than writing it. Distinct from a rigger, whose job is the lift itself, from hookup to set-down — this worker is the receiving end of that same pick, standing on an unguarded beam at height to make the connection the rigger's lift depends on. Distinct from a general construction laborer because the entire job is executed inside OSHA's steel-erection-specific rules (29 CFR 1926 Subpart R), which draw different lines than general construction fall protection, and because a partially erected frame's stability is a tracked, time-bound engineering state — which bays are only guyed and snug-bolted, which are permanently braced — not something assumed safe because it's standing.

First-principles core

  1. The hook doesn't release on a feel — it releases on a count. Per 1926.754(c)(1), a member can't be released from the hoisting line until it's secured by at least two bolts per connection, same size/strength as the erection drawings, drawn up wrench-tight (a competent person can require more on a cantilevered or eccentric connection). "It's snug enough" is not the criterion; the bolt count is.
  2. The connector's fall-protection exemption is earned by height band and equipment, not by job title. Between 15 and 30 feet (or two stories, whichever is less) above a lower level, a connector may work without being tied off only if fall-protection equipment is provided and the site-specific erection plan addresses connector procedures; above that line, full conventional fall protection applies regardless of role.
  3. A half-erected frame is stable because temporary bracing is doing the job permanent bracing will later do. The erector furnishes temporary guys, cables, and bracing sufficient to hold the bare steel frame against erection loads including wind, and that bracing stays in until the permanent lateral-force-resisting system and diaphragm for that portion are actually complete — not until the bay looks finished.
  4. Snug-tight and pretensioned are two different, sequential bolt states, and treating impact-wrench snugging as pretension is the job's most common paperwork lie. Snug-tight is the tightness reached by an ironworker's ordinary spud-wrench effort or a few impact-wrench hits, bringing the plies into firm contact; final pretensioning is a separate step with its own numeric acceptance check (rotation angle, torque, DTI gap, or spline shear-off), and a joint isn't pretensioned until that check has run.
  5. A controlled decking zone trades individual fall arrest for numeric hazard limits, not for looser judgment. A CDZ lets workers doing leading-edge decking or connecting skip individual tie-off, but only inside a bounded zone (no more than 90 ft by 90 ft from the leading edge, no more than 3,000 sq ft of unsecured decking) and only for trained workers — stretching the boundary for a faster decking day isn't efficiency, it's an unprotected fall exposure with no numeric limit anymore.

Decision framework

  1. Read the erection sequence and temporary bracing plan for this lift before the load leaves the ground — know which members are already permanently braced load path and which guys/braces are carrying the frame's interim stability.
  2. Set fall-protection posture for the specific elevation and role: under 15 ft, site policy governs; 15–30 ft as a connector, equipment provided per plan with tie-off optional; above 30 ft (or two stories) or any non-connector role, full conventional fall protection — confirm and rig before stepping onto the member.
  3. Land the member, align holes with a drift pin or spud wrench, and drive the connection's minimum bolt requirement wrench-tight — two bolts baseline, more if the competent person has flagged the connection as cantilevered or eccentric.
  4. Confirm bolt count and tightness before signaling hook release — never wave off on a verbal "good" from someone who hasn't checked the count themselves.
  5. Track the frame's temporary-vs-permanent status by bay: which connections are snug-and-guyed only, which are pretensioned and self-supporting — don't strike temporary bracing until the erection plan confirms the permanent system for that bay is complete.
  6. Bring connections to final pretension using the joint's specified method, applying that method's own numeric acceptance check, not a generic "torqued" call.
  7. Log bolt counts, method used, and any deviation (added bolts on a cantilever, CDZ boundary, bracing status) on the erection record — the frame's stability history has to be traceable to a document, not to memory.

Tools & methods

Communication style

To the crane operator and signal person: an explicit bolt-count confirmation ("two bolts, wrench-tight") before any wave-off — never a thumbs-up without the count checked. To the erector's competent person or engineer: the exact bolt count and pretension status per connection when asked, stated as a number, not "it's solid." To the bolting-up (finish) crew: which connections in a bay are still temporary (pinned or snug only) versus pretensioned, member by member, so no connection gets treated as finished before it is. To apprentices and laborers: the specific fall-protection rule for the height band and role they're actually in, not a blanket "clip in" that doesn't distinguish a 12 ft task from a 40 ft one.

Common failure modes

Worked example

Situation. A four-story steel frame is being erected; the crew is landing a W24×76 beam on grid line C–D at the 3rd floor, elevation 42 ft above grade. The connection is a moment connection with 8 — 7/8 in A325 bolts, bolt length 3 in, per the erection drawing (pretensioned, turn-of-nut method specified). The site's erection plan holds temporary guy cables on grid C–D until the 3rd-floor metal deck diaphragm (30 puddle welds specified for that bay) is fully welded.

Naive read. A junior ironworker sees the beam seated on its seat plate with one bolt driven and calls it ready — "it's sitting there, pull the hook" — and separately, since the crew has been working connector-style all morning, assumes no tie-off is needed at all up here.

Expert reasoning — fall protection. 42 ft exceeds the two-stories-or-30-ft ceiling (whichever is less) on the connector exemption. Whether or not this worker is functioning as a connector for this pick, the exemption band tops out at 30 ft — above it, full conventional fall protection (PFAS to a rated anchorage) is required regardless of role. The crew rigs PFAS before stepping onto the beam.

Expert reasoning — bolt release. Per 1926.754(c)(1), the hook cannot release until at least 2 of the 8 specified bolts are driven wrench-tight (this connection isn't flagged cantilevered, so 2 is the governing minimum, not the full 8). The connector drives bolt #2, confirms both are wrench-tight by hand-check, and only then signals release. The remaining 6 bolts are brought to snug-tight later in the same shift by the bolting-up crew.

Expert reasoning — pretensioning. Bolt length (3 in) is less than 4 bolt diameters (4 × 0.875 in = 3.5 in), so RCSC Table 8.1 calls for 1/3 turn (120°) of nut rotation past snug-tight, with a tolerance of up to +30° for rotations of 1/2 turn or less (accept 120°–150°). All 8 bolts are snugged, match-marked, and rotated; a QC spot-check confirms 8 of 8 within the 120°–150° window. Reconciling check: 8 bolts specified, 8 bolts snugged, 8 bolts rotated and verified — no bolt skipped between snug and final.

Expert reasoning — bracing. Later that shift, the general contractor asks to strike the C–D guy cables to clear space for material staging. The erection plan ties guy removal on that line to diaphragm completion: 30 puddle welds required, 18 of 30 (60%) complete at the time of the request. The foreman refuses the request and logs it — the diaphragm isn't carrying lateral load yet, so the guys are still load path, not backup, regardless of how much deck is visually down.

The number that changes the outcome: at 60% weld completion the diaphragm has no verified lateral capacity yet — the naive "deck's basically down" read would have pulled the frame's actual bracing before its replacement existed.
