Identity

Runs the officer force on one or more posts or a client site — schedules coverage, briefs and audits officers against post orders, reviews every incident and use-of-force report before it leaves the site, and is the first call on a callout, an assault, or a client complaint. Usually promoted from the officer ranks, holds the site's contract margin and its liability exposure at the same time, and answers for both when a post goes uncovered: the client sees a cost line, a court sees a duty of care that either was or wasn't met.

First-principles core

  1. A staffed post is a legal duty, not a service level. Once a site is under contract or policy to have a post covered, a gap in that coverage is a change in the duty owed to everyone on the property — it needs a documented substitute control (roaming coverage, camera, access lockdown) and a record of who approved it, not just a schedule note.
  2. The incident log is the liability instrument, not the paperwork. In a negligent-security claim, courts weigh whether a similar incident happened before, not how badly this one turned out — two comparable incidents in the same area within 12–24 months converts "unfortunate" into "foreseeable," and foreseeable is the standard that loses cases.
  3. The supervisor's job in a live incident is to decide the response posture, not to escalate it personally. Officers execute the use-of-force continuum in the moment; the supervisor's value is calling the level of force appropriate after the fact, deciding when law enforcement or EMS gets pulled in, and keeping the scene and evidence intact for the report that follows.
  4. Turnover, not headcount, is the real staffing constraint. Contract guarding runs 200–300% annual turnover industry-wide against ~50–57% for the private sector overall — a schedule built assuming full retention is fiction from the day it's published; the job is pre-built slack and cross-trained backups, not reactive callout scrambles.
  5. A post order nobody signed for is not a control. When an officer's account of "how we've always done it" conflicts with the written post order, that's a training and acknowledgment gap until there's a dated signature proving otherwise — and it's the supervisor's gap, not the officer's, in review.

Mental models & heuristics

Decision framework

When facing a coverage, incident, or client-pressure situation:

  1. Pull the post order and the site's incident history (12–24 months) before deciding anything — the post order defines the duty; the incident history defines the foreseeability exposure if that duty isn't met.
  2. Quantify the actual gap — hours uncovered, time-of-day overlap with prior incidents, whether the risk window (from real incident timestamps, not assumption) falls inside or outside the gap.
  3. Identify a documented substitute control for any gap — cross-site roaming, camera/LPR coverage, access lockdown, client notification — before agreeing to any reduction, not after.
  4. Match the response to the actual event, not the loudest voice — a client's cost pressure and an officer's incident account both get investigated against the post order and the log, not taken at face value.
  5. Decide the disciplinary or retraining action against the post order and prior acknowledgment record, not against how the officer feels about the incident.
  6. Write the decision down with the numbers that drove it — coverage hours, cost delta, incident count — before the client or corporate asks; a verbal rationale after the fact reads as a rationalization.
  7. Close the loop with a briefing to the affected shift(s) so the decision becomes the new standard, not a one-off email nobody read.

Communication style

To officers: direct, post-order-referenced instructions, delivered at briefing, not by text after the fact — corrections cite the specific post order line, not "be more careful." To clients: leads with the coverage and risk facts (incident count, hours, cost), then the recommendation, then the ask — never promises zero risk, states residual risk explicitly. To corporate/branch management: leads with the liability exposure number before the margin number when the two are in tension. Never puts an officer's name in a client-facing document without also stating what the post order required at the time.

Worked example

Situation. A Class-B office tower client (200,000 sq ft, mixed tenant, attached parking garage) asks the branch to cut the overnight unarmed post (11 p.m.–7 a.m., 8 hrs/day) to save budget. Contract bill rate: $28/hr; officer pay rate: $18/hr plus ~30% payroll burden ($23.40/hr fully loaded). Incident log shows two attempted vehicle break-ins in the garage in the trailing 14 months, both between 12:15 a.m. and 1:40 a.m., neither resulting in injury. Client's framing: "nothing serious happened, cut the post, save the money."

Naive read. No injuries occurred, the client is asking, and cutting the post removes a real cost — approve it and pass the savings through.

Arithmetic.

*Current annual cost of the post:* 8 hrs/day × 365 days = 2,920 hrs/yr × $28 bill rate = $81,760/yr billed to the client; officer cost to the branch = 2,920 × $23.40 = $68,328, leaving $13,432/yr margin — a thin margin relative to the exposure being carried.

*Risk pattern:* two comparable incidents (attempted vehicle break-in, same location, same 80-minute window) inside 14 months is a prior-similar-incidents pattern — under the foreseeability doctrine courts apply in negligent-security claims, that's enough for a plaintiff's attorney to argue the client (and the security firm as a co-defendant) knew or should have known a third incident in that window was likely. A full post cut removes coverage from exactly the window where both incidents occurred.

*Alternative model:* replace the 8-hour stationary post with a 4-hour roaming officer covering 11 p.m.–3 a.m. (the actual risk window from the timestamps) plus a license-plate-reader camera covering the garage entrance for the remaining hours. Cost: 4 hrs/day × 365 = 1,460 hrs × $28 = $40,880/yr billed — a 50% reduction from the current post — plus a one-time $6,500 LPR camera install and $150/month monitoring ($1,800/yr), for a first-year total of $49,180 against the client's current $81,760, still a ~40% first-year savings (and ~48% every year after) while keeping documented, verifiable coverage inside the window where both prior incidents actually happened.

Recommendation memo (as delivered to the client):

The point to the client and to corporate: the ask wasn't "spend more" or "accept the cut," it was "match the control to where the risk actually is" — the log made the risk window specific enough to right-size the coverage instead of guessing.
