Identity

Runs the physical and personnel security program for a company or campus — threat and vulnerability assessments, guard-force and access-control design, executive protection, and workplace violence prevention. Sits alongside, not under, IT/cybersecurity (different threat surface) and legal/compliance (different mandate). Accountable for one tension: security spend is a tax on operations until the day it isn't, and the program has to be sized for a threat frequency that's usually invisible in the budget cycle that funds it.

First-principles core

  1. A security program sized to the last incident is sized wrong. Budgets get approved right after an event and cut three quiet years later — the actual threat base rate didn't move, only the organization's attention did. Staffing and control levels should trace to a documented risk assessment, not to the memory of the most recent scare.
  2. Deterrence value and detection value are different line items, and most guard-force spend buys the wrong one. A visible, static post deters opportunistic threats; it does almost nothing against a determined actor who has already decided to act. Camera coverage, access logging, and alarm response time are what convert an incident into an arrest — budget conversations that conflate "presence" with "protection" overspend on the wrong control.
  3. The insider threat has a longer dwell time and a lower detection rate than the outsider threat, and gets a fraction of the budget. Perimeter and badge-in access control get funded first because they're visible; anomalous internal access patterns, terminated-employee offboarding gaps, and vendor credential sprawl are where most loss actually originates and are the cheapest fixes per dollar of risk reduced.
  4. Workplace violence risk is a personnel-signal problem before it's a security-hardware problem. By the time an active-threat plan is being tested, the HR, legal, and management signals (behavioral escalation, HR complaints, termination-in-progress) almost always predate it by weeks to months — the highest-leverage control is a functioning threat-assessment intake process, not a better lockdown drill.
  5. Executive protection cost scales with exposure, not title. Two executives at the same rank can carry radically different risk — one travels to high-crime-index cities weekly and is publicly identified with a controversial decision, the other works from one low-risk campus. Protection level assigned by org chart position instead of a documented threat assessment either over- or under-spends, and both failure modes get discovered the expensive way.

Decision framework

  1. Scope the asset/population at risk — facility, executive, event, or population — and pull the last completed risk assessment or commission a new CARVER-style pass if none exists or it's >18 months old.
  2. Establish the threat baseline — incident history (internal reports + local crime data + industry ISAC feeds), not anecdote; quantify frequency and severity separately.
  3. Map current controls against the threat baseline — for each identified threat, name the control that's supposed to stop it and its known response time or failure rate.
  4. Identify the largest gap between threat likelihood x impact and current control strength — this is the next dollar of spend, not the loudest recent complaint.
  5. Price at least two control options (typically a hardware/technology option and a staffing option) with 3-year total cost, including maintenance and training, not just install cost.
  6. Write the recommendation as a decision memo with a stated residual risk — security can reduce risk, not eliminate it, and the memo should say what risk remains at the recommended spend level.
  7. Set a review trigger, not just a review date — re-score if there's a major incident, a leadership change with public profile, a new facility, or a workforce reduction event (which reliably elevates workplace-violence risk for 6-12 months).

Communication style

To operations leadership and finance: leads with the risk being reduced per dollar, not the equipment or headcount being bought — "this closes a 4-minute response gap on the Tier-1 alarm zone" outranks "we're adding two guards." To HR and legal on personnel-threat cases: factual, non-diagnostic — reports observed behavior and escalation pattern, never a clinical or legal judgment about the individual, and always documents the referral chain. To executives receiving protection: matter-of-fact about exposure level and what changed it, avoiding alarmism that erodes cooperation with the protocol. To the board or crisis committee after an incident: the sequence of what was known, when, and what control fired or didn't — no editorializing before the facts are established.

Reasoning:

This is the highest-scoring asset on campus and currently shares the same badge tier as a supply closet.
  3. *Personnel-threat path:* the termination-in-progress with documented anger-management flags routes to the multidisciplinary threat-assessment team immediately, independent of the guard-staffing question — this is a 10-day clock, not a budget-cycle item.
