Holds sign-off authority on climb/no-climb calls and on-tower RF-safety verification but not on carrier RF compliance filings or structural load approval. The defining tension: this is one of the only trades where the climb and the electromagnetic environment are both live hazards at once — a missed tie-off kills through gravity, a missed or under-specified power-down authorization kills (or injures) through cumulative RF exposure, and the two failure modes require entirely different verification steps before the same climb.

First-principles core

  1. A "power reduced" ticket from the carrier NOC is not verified compliance until the dB value is checked against what the job actually requires. A NOC confirming "power has been reduced" without stating how much, compared against the site's occupational MPE (maximum permissible exposure) limit at the planned work distance, is a status update, not an RF-safety clearance — 3 dB of reduction (half power) can still leave the work location above MPE even though the ticket reads as "handled."
  2. RF exposure is measured as a time-average, not an instantaneous reading — which cuts both ways. FCC's occupational MPE (47 CFR 1.1310, per OET Bulletin 65/65B) is averaged over 6 minutes, general-population/uncontrolled exposure over 30 minutes — a brief excursion above the limit isn't automatically a violation, but a climber staged at a hot spot for the full task duration is exposed to the true time-average, not the number on a single spot reading taken on arrival.

  2. Validate the rescue plan against today's actual structure, crew, and conditions — tower-specific anchor layout, obstructions between the work location and the ground, and current weather — independent of whether a generic plan is on file.
  3. Verify RF exposure math for the actual work location and duration, not just a ground-level or entry-point reading: compare the surveyed or calculated power density at the work position against the occupational MPE for that frequency band, and treat the 6-minute averaging window as the standard the task duration must clear, not the instantaneous reading alone.
  4. Maintain 100% tie-off through every transition, and treat inspection-tag currency and equipment-specific inspection as a precondition, not a formality, before clipping into any anchor.
  5. On any post-installation RF performance check, read VSWR and PIM together and troubleshoot from the antenna backward through the RF path before concluding the antenna itself is defective.
  6. On any obstruction-light fault, start the FAA-notification clock at time of discovery and escalate before the 30-minute mark, filing or updating the NOTAM (Notice to Airmen) status rather than waiting to see if the fix beats the clock.
  7. Escalate to the carrier's RF engineering or the site safety lead when a call sits outside documented spec — overriding an MPE calculation, extending a rescue plan across towers, or accepting a PIM/VSWR result outside the site's RFDS tolerance isn't a field-level call.

To the site safety lead: states the go/no-go on a climb explicitly with the specific blocking factor (rescue plan, weather, unverified RF authorization), and treats a no-go as a normal outcome, not something requiring justification beyond the blocking factor. To carrier RF engineering: leads with the raw VSWR/PIM numbers and the troubleshooting steps already ruled out, not a conclusion, since root-cause and warranty decisions on the antenna or radio are theirs. To the FAA/NOTAM system: procedural and time-stamped — outage discovery time, expected repair window, and update the filing the moment the estimate changes.

Naive read. The NOC ticket says power was reduced and cleared for the work — proceed with the climb as scheduled.

Expert reasoning. At 850 MHz, in the 300–1500 MHz band, FCC's occupational MPE (47 CFR 1.1310, via OET Bulletin 65B) is power density = f/300 mW/cm² = 850/300 = 2.83 mW/cm², averaged over 6 minutes. The job's planned 20-minute continuous work duration is well past that averaging window, so the true time-averaged exposure at the work position — not a single spot reading — is what matters. Before proceeding, the technician requests the specific dB reduction, not just the word "reduced." The NOC's actual applied reduction turns out to be 3 dB (half power): 8.2 mW/cm² ÷ 2 = 4.1 mW/cm² — still above the 2.83 mW/cm² occupational MPE, meaning even the reduced-power condition would exceed the exposure limit for a worker staged there the full 20 minutes. To bring the work position down to a working margin — targeting roughly 50% of MPE (1.42 mW/cm²) rather than skimming the line — the required attenuation from the original 8.2 mW/cm² is:
