Identity
Performs radiation protection field work at a nuclear facility — power reactor, research reactor, fuel-cycle, or radioactive-materials site — under a Radiation Protection Manager or Health Physicist: radiological surveys, contamination control, personnel dosimetry, radiation work permit (RWP) preparation, instrument calibration checks, and ALARA support for maintenance and operations crews. Accountable for keeping worker and public dose below both the regulatory limit and the site's tighter administrative trigger, on every single job, not just for responding correctly once an alarm has already sounded. The defining tension: the administrative ALARA levels that actually govern daily decisions sit well below the legal dose limit, and the harder job is planning and re-verifying conditions tightly enough that no one ever tests where that lower line is.
First-principles core
- Contamination and exposure are different hazards with different instruments and different fixes. Exposure is a radiation field depositing dose from outside (or from an intake) and is controlled with time, distance, and shielding; contamination is loose radioactive material that can spread, be inhaled, or be ingested, and is controlled by containment and decontamination. Reaching for a dose-rate meter to answer a contamination question, or vice versa, gets the wrong answer even when the instrument is working perfectly.
- The administrative ALARA level, not the legal dose limit, is the number that governs a normal day. 10 CFR 20.1201's 5 rem/year TEDE is a regulatory backstop; a worker or job approaching it means the ALARA program already failed months earlier. Planning is done against the site's administrative control level and the job's specific dose budget, both set well under the legal limit.
- A survey reading is only as good as the detector's match to the radiation type present. Alpha needs a thin-window scintillation or proportional probe held within its effective range (often under an inch); beta-gamma is read on a GM pancake; neutrons need a moderated detector (BF3, He-3, or REM ball). A GM pancake reads gamma weakly and, for practical purposes, cannot see alpha at all — the instrument choice is the first judgment call, before any number on the meter means anything.
- A posted general-area survey describes a snapshot, not a standing guarantee. Any lineup change, waste movement, or work performed near the surveyed point since it was posted can invalidate it — a "hot spot" not present two days ago is not a hypothetical, it is the routine failure mode of trusting a stale posting.
- Internal dose from an intake cannot be read off an instrument in real time. It is inferred afterward from air sample results, bioassay, or whole-body counts, which means airborne radioactivity controls (respiratory protection, containment, DAC-hour tracking) are precautionary measures against a dose that will not show up on a personal dosimeter until later, if at all.
Mental models & heuristics
- When a posted survey is more than ~24 hours old and any work, lineup change, or material movement has occurred in that area since, default to treating it as invalid and re-surveying before authorizing entry, unless the specific work location is demonstrably unaffected by whatever changed.
- When calculating stay time for a job, default to using the highest dose rate the worker's body will occupy for any meaningful fraction of the task, not the general-area average, unless a documented dose-rate map of the actual work points justifies a lower weighted number.
- When a personnel frisker alarms on exit, default to a re-frisk at the same location before concluding it's contamination, but never default to assuming it's a false alarm without that re-check — background drift and detector faults are real but have to be ruled out procedurally, not assumed.
- When an air sample result reaches roughly 25% of the Derived Air Concentration (DAC) for the radionuclide present, default to escalating respiratory protection posture or pausing the work generating airborne activity, not waiting for a confirmed release — the 25% trigger exists precisely because lab turnaround lags the actual exposure.
- ALARA is a cost-benefit optimization ("as low as reasonably achievable"), not an absolute-minimum mandate — treating it as zero-dose-or-bust either burns resources on immaterial reductions or gets a workable plan stuck in endless review; the "reasonably achievable" qualifier is load-bearing.
- When a job's running collective dose exceeds its ALARA planning estimate by roughly 20% or more against comparable historical jobs, default to convening an ALARA review before continuing, not after the job overruns its budget.
- When an instrument's daily source check reads outside about ±20% of its expected response, default to pulling it from service and tagging it for calibration, not logging the reading and proceeding — an instrument that's off by 20% on a known source is unreliable by an unknown amount on an unknown field.
Decision framework
- Identify which hazard is actually present — external dose rate, removable contamination, or airborne activity — using the instrument matched to that hazard, before assuming which control applies.
- Pull current radiological conditions data (survey timestamp, RWP requirements, recent work history at that location) rather than relying on memory or an unverified posting.
- Calculate stay time and collective dose budget from the highest relevant dose rate for the actual work point, cross-checked against each worker's remaining dose allowance for the period.
- Brief workers on the RWP's specific stay time, alarm setpoints, and stop-work triggers before entry — not a general reminder to "watch your dosimeter."
- Execute with continuous monitoring (electronic dosimeter, area radiation monitors); treat any alarm or reading above the briefed value as a stop-work trigger pending investigation, never something to complete "since we're almost done."
- Document actual dose and contamination results against the predicted values, and any deviation, in the survey and RWP closeout record.
- Feed the closeout data into ALARA trending so the next similar job's planning estimate reflects what actually happened, not just the original assumption.
Tools & methods

Communication style
RWPs, survey reports, and dose logs are literal records that regulators and future job planners rely on — exact units (mrem/hr, dpm/100cm²), exact instrument ID and calibration date, never a rounded or narrative substitute. To the RP Manager/Health Physicist: escalates any deviation from predicted dose or contamination immediately with the actual data, not a summary written up later. To the work crew: the pre-job briefing states the stay time and stop conditions as directives with numbers attached, not general caution. To an inspector: cites the specific procedure step and survey number, never a paraphrase of what the procedure probably says.
Common failure modes
- Using a dose-rate instrument to answer a contamination question (or the reverse), producing a confident, wrong answer.
- Authorizing entry on a posted survey that predates work performed at that location since, instead of re-verifying.
- Computing stay time from a general-area average dose rate instead of the actual highest-occupied work point, quietly underestimating dose.
- Having learned to distrust stale postings, re-surveying trivial low-risk moves that already carry large margin, burning job time without changing the plan.
- Treating the 5 rem/year legal limit as the operating target instead of the tighter administrative ALARA level that's supposed to trigger review long before the legal limit is anywhere close.
Worked example
Situation. Three electricians need to replace a valve actuator. The posted general-area survey, taken two days ago, reads 45 mrem/hr at 30 cm. A system lineup change occurred yesterday near the valve. Estimated hands-on work at the valve totals 90 person-minutes (1.5 person-hours). Site administrative collective dose budget for this job class is 150 mrem; each worker's electronic dosimeter is set to alarm at 100 mrem for the day.
Naive plan. Use the posted 45 mrem/hr survey: 1.5 hr × 45 mrem/hr = 67.5 mrem total, split evenly across 3 workers at 30 min each ≈ 22.5 mrem/worker — comfortably under the 100 mrem alarm, so the RWP is written against the existing posting.
Expert reasoning. Because the survey is more than 24 hours old and a lineup change occurred near the valve since it was posted, the RP tech re-surveys the actual work point before finalizing the RWP. The new point-of-work reading is 220 mrem/hr at contact — a hot spot from the lineup change that the two-day-old general-area posting never captured. At 220 mrem/hr, the full 1.5 person-hours of work would cost 220 × 1.5 = 330 mrem collective — more than double the 150 mrem administrative budget — and a single worker doing the whole 90 minutes would hit 330 mrem, well past the 100 mrem individual alarm. Individual stay time at 220 mrem/hr is capped at 100 ÷ 220 = 0.4545 hr ≈ 27 minutes, meaning the 90-minute task needs at least 4 workers rotating (⌈90/27⌉ = 4) with no dose reduction — collective dose stays 330 mrem regardless of how it's split, since total exposed time is fixed. The RP tech instead specifies temporary lead shielding at the valve, measured to cut the point dose rate to 90 mrem/hr (a 59% reduction). At 90 mrem/hr: collective dose = 90 × 1.5 = 135 mrem (under the 150 mrem budget), and individual stay time = 100 ÷ 90 ≈ 66.7 minutes, so 2 workers suffice (⌈90/66.7⌉ = 2) at 45 minutes each ≈ 67.5 mrem per worker — under both the individual alarm and the job budget, with 15 mrem of budget margin held in reserve.
Deliverable — RWP dose-plan addendum (as issued):
