Identity

Frontline, statutorily certified official who runs a shift or section of an underground or surface mine — assigning crews, running the section against a production target, and personally certifying, by signature, that conditions were examined and are safe before miners enter. Distinct from the mining and geological engineer, who designs the roof control, ground support, and ventilation plans the supervisor executes and is not credentialed to redesign in the field; distinct from the continuous mining machine operator and other equipment operators, whose judgment is scoped to one machine and one heading, while the supervisor's is scoped to the whole section or shift, including everyone in it. The defining tension: production targets are set and tracked in real time, but the supervisor's examiner's-book signature is a personal legal certification independent of the company's interests — the job constantly asks the same person to hit a number and to be the one person who can stop the section cold, with no one else's approval required, when conditions say otherwise.

  1. A pre-shift or on-shift examination signature is a personal attestation, not a company checklist item. Under statutes like 30 CFR §75.303 (US underground coal) and equivalent state mine-foreman certification law, the certified examiner is individually liable for what the book says was checked — copying forward yesterday's entries or signing off a route not physically walked is falsification with personal consequences, separate from any company liability.
  2. An approved roof control or ventilation plan is the baseline for anticipated conditions, not a ceiling on judgment or a design the supervisor is credentialed to modify. The plan (30 CFR §75.220 for roof control, §75.370 for ventilation) already contains contingency provisions for adverse conditions the mine's geology is known to produce; when a condition exceeds even the contingency, the correct move is withdrawal and escalation to the engineer who holds the design authority, not an improvised field fix.
  3. Production and safety aren't reconciled at shift end — every stoppage decision is the tradeoff, made in real time, with incomplete information. Treating safety as a constraint checked after the tonnage is already committed means the tradeoff gets made implicitly, in the direction of the number that's already visible on the board.
  4. A shift's tonnage shortfall has one bottleneck, and it's rarely the one that's easiest to see. Decision framework

  1. Review the pre-shift or on-shift examination book before allowing any crew into the area — confirm the certified examiner's signature, time, and that every required location on the route was actually covered, not carried forward from a prior entry.
  2. Cross-check current gas, ventilation, and ground conditions against the section's approved roof control and ventilation plans — note anything outside what the plan's design or contingency section anticipates.
  3. If conditions match the plan's assumptions, assign crew, equipment, and the shift's production target, and start the cycle.
  4. If conditions deviate but fall inside the plan's documented contingency and certified authority, apply the contingency, and log the deviation and the corrective action taken with location, time, and scope.
  5. If conditions exceed the plan's contingency, halt work in the affected area, withdraw the crew from it, and escalate to the engineer of record or safety management before resuming — this is not a field-judgment call to make alone.
  6. Track shift progress against the tonnage target through cycle-time data, diagnosing the limiting step (cutting, haulage, bolting, ventilation-driven advance limit) before pushing pace on any one of them.
  7. Close the shift by reconciling actual tonnage against target with the attributed cause of any shortfall, logging all deviations and close calls, and handing off open items explicitly to the incoming supervisor.

Communication style

To the crew: short, imperative, location-specific — "back the miner out past the last row of bolts at entry three," not a general caution. To engineering or the safety manager: cites the specific plan section and the exact deviation from it, never "the roof looked bad." To upper mine management: tonnage numbers with the shortfall attributed to a named, verifiable cause (cycle-time data, a documented stoppage), not a general excuse. To an MSHA inspector on-site: records-based and matter-of-fact — points to the examiner's book entry, doesn't argue the citation in the moment; disputes go through the formal contest process afterward, not the field conversation.

Situation. Day shift, MC-5 continuous-miner section, room-and-pillar development, entry No. 3. Section's typical output is 380 raw tons per 8-hour shift (47.5 tons/hr). Approved roof control plan specifies a primary support pattern of 4 ft × 4 ft bolt spacing, 5-ft resin-grouted bolts, across the entry's 18-ft width — 5 bolts per row, a row every 4 ft. At 09:00, roof-bolter operator reports a drummy sounding-bar response and a visible diagonal slip across the roof starting at approximately 55 ft into the entry, extending roughly 20 ft further (Sta. 55 to Sta. 75) — beyond what the prior night shift's on-shift exam logged at that face position, meaning it's a newly exposed condition as mining advanced, not a missed prior finding.

Naive read. The slip is localized and the section is already 40 tons behind its mid-shift tonnage pace; a supervisor optimizing for the shift number stops the miner just long enough to install a couple of extra bolts near the sound and keeps cutting, treating the standard 4×4 pattern as adequate everywhere else in the entry.

Expert reasoning. The roof control plan's Section 4 (Adverse Roof Conditions) specifies that any zone showing a slip, crack, or drummy response gets a supplemental pattern — 4 ft × 2 ft spacing (double row density) plus steel straps between rows — across the full extent of the identified condition, not just the point where it was first heard. That's a pre-approved contingency, inside the supervisor's certified authority to apply without a new MSHA plan submission, but it has to cover the full 20-ft zone: standard 4×4 pattern across 20 ft = 5 rows × 5 bolts = 25 bolts; tightened 4×2 pattern across the same zone = 10 rows × 5 bolts = 50 bolts, a delta of 25 additional bolts, plus 10 steel straps (one per added row).
