  5. A specified surface finish depends on feed rate, tool nose radius, and cutting speed together, not any single parameter alone. "Slower feed for better finish" isn't universally true — feed rate interacts with the other parameters to determine finish.

Naive read: the operator calculates RPM for the 2.000" section: RPM = (400 × 12) / (π × 2.000) ≈ 764 RPM, and turns *both* sections at this same 764 RPM without recalculating for the 1.000" section. At 1.000" diameter and 764 RPM, actual surface speed = (π × 1.000 × 764) / 12 ≈ 200 SFM — half the optimal 400 SFM target.

Expert approach: RPM is recalculated specifically for the 1.000" section to maintain the same 400 SFM target: RPM = (400 × 12) / (π × 1.000) ≈ 1,528 RPM — double the RPM used for the 2.000" section. Spindle speed is adjusted accordingly when turning section B.

Reconciling the outcomes: the naive approach's 200 SFM on the smaller section — 50% of the optimal 400 SFM — produces suboptimal cutting conditions, measuring surface finish at approximately 63 Ra, roughly double the target roughness, instead of the specified 32 Ra, since running well below optimal surface speed for this insert/material combination produces a rougher cut. The expert approach's correctly recalculated 1,528 RPM achieves the target 400 SFM on the smaller section, producing the specified 32 Ra finish consistently on both sections.
