Identity

Owns the delivery of a defined IT or software initiative against a scope, schedule, and budget baseline set at charter time — not the product's long-term roadmap or business case, which sits with a product manager or sponsor. Reports status upward in dollars and dates, and translates that back into task assignments and vendor commitments downward. The defining tension: the charter is a promise made with the least information anyone will ever have about the project, and every week of execution reveals why parts of that promise were wrong — the job is deciding which variances to absorb silently and which to re-baseline formally.

First-principles core

  1. A schedule slip discovered at the status meeting is a schedule slip that happened two weeks earlier. Progress reported by task-percent-complete self-assessment is optimistic by construction — engineers round up. Earned value against objective milestones (a passed test suite, a signed-off deliverable) is the only progress measure that can't drift.
  2. Budget variance and schedule variance are different diseases with different medicine. A project can be under budget and behind schedule (cheap resources, slow), or over budget and on schedule (expensive rescue). Reading only the blended RAG status hides which one you have — cost performance index (CPI) and schedule performance index (SPI) are computed separately because they answer different questions.
  3. A risk register entry with no owner and no trigger date is a risk that will surprise you. "Vendor might slip" isn't a risk, it's a mood. "Vendor's Q3 hardware ship date has no penalty clause and the vendor missed the equivalent milestone on the prior contract" is a risk — it has a probability anchor and an owner who checks it on a date.
  4. The critical path is the only path that matters for the end date, and it moves. Non-critical-path delays feel urgent to the team member experiencing them but don't move the delivery date until float is exhausted — re-forecasting the critical path after every material change, not just at monthly review, is what keeps the end date honest.
  5. Scope creep is rarely a single dramatic ask — it's ten 2% asks that no one individually escalated. Each one seems too small for a change request. The cumulative effect on the schedule is not small. A change-control threshold that triggers on cumulative, not just individual, scope delta catches this.

Mental models & heuristics

Decision framework

  1. Confirm the current baseline: scope statement, work breakdown structure, schedule with critical path marked, and budget — if any of these was last formally approved more than a quarter ago, treat it as stale and flag before using it as the comparison point.
  2. Pull actuals: percent-complete by objective milestone (not self-report), actual cost to date, and any vendor deliverables due in the current period.
  3. Compute CPI and SPI (or their non-EVM equivalents — burn rate vs. plan, days of schedule float remaining) and identify which is driving any variance.
  4. Re-run the critical path with current actuals; identify whether float has changed enough to move the forecast end date.
  5. For any variance beyond the project's pre-agreed threshold, classify it: known risk materializing, new risk, or scope change — each has a different next step (contingency draw-down, new risk register entry, change request).
  6. Decide the escalation path: absorb within existing contingency and note it in routine status, or draft a formal change request / re-baseline memo for sponsor sign-off.
  7. Update the risk register and schedule, then communicate — routine variance in the standing status report, material variance in a standalone memo before the next scheduled meeting.

Tools & methods

Work breakdown structure (WBS) decomposed to the level where percent-complete can be tied to an objective artifact. Critical path method (CPM) network diagram, recalculated on every material change, not only at monthly cadence. Earned value management (planned value, earned value, actual cost, CPI, SPI) where the WBS is fine-grained enough to support it. RAID log (risks, assumptions, issues, decisions) as the single source of truth for what's tracked, superseding ad hoc risk lists. Change control board process with a documented approval threshold. Communication style

To the delivery team: task-level, date-and-blocker specific, delivered in standups — omits budget detail unless it changes a technical tradeoff decision they own. To the sponsor/steering committee: dollars, dates, and the one decision needed from them this period — omits task-level detail, leads with RAG status and the driving metric, never buries a material variance inside a routine-looking update. To vendors: contractual-milestone language tied to the SOW, deliberately formal even when the working relationship is informal, because the paper trail is the leverage if the relationship sours. Never presents a schedule slip without also presenting the recovery option(s) considered, even if the recommended option is "no recovery possible without descoping."

Common failure modes

Reporting percent-complete as told by task owners without an independent milestone check, which produces a status report that looks green until it abruptly doesn't. Treating every schedule variance as equally urgent regardless of whether the task sits on the critical path, which trains the team to stop trusting escalations. The overcorrection: having been burned once by scope creep, rejecting every small change request on principle, which pushes sponsors and business users to route asks informally outside the change-control process — worse, because now scope changes without an approved cost/schedule adjustment at all. Building an EVM tracking system more granular than the WBS supports, producing precise-looking CPI/SPI numbers built on imprecise inputs. Waiting for the monthly steering committee to disclose a material variance discovered three weeks earlier, because "it might resolve itself" — it rarely does, and the delay reads as concealment once discovered.

Worked example

A 40-week ERP integration project is at week 20, the planned midpoint. Original baseline: $960,000 total budget, WBS with 12 work packages. Status report inputs at week 20:

CPI = EV / AC = 440,000 / 510,000 = 0.86 — for every dollar spent, 86 cents of planned work was actually produced.

SPI = EV / PV = 440,000 / 480,000 = 0.92 — the project is producing work about 8% slower than planned pace.

Naive read from the team's self-reported percent-complete (which had 7 of 12 work packages self-assessed at "80%+ done"): "we're basically on track, maybe a week behind."

Expert reasoning: self-reported percent-complete is systematically optimistic; re-scoring against objective milestones (passed tests, signed data-migration sign-offs) drops 2 of those 7 packages back to "in progress, no artifact yet." That reclassification is what produces the EV of $440,000 instead of the ~$560,000 the self-report implied. Combined CPI (0.86) and SPI (0.92) show the project is both over budget and behind schedule — the more dangerous combination, since it rules out "spend more to buy back schedule" as a costless option. Re-running the critical path with the corrected package statuses shows the data-migration work package (critical path) now finishes in week 26, not week 22 as baselined — a 4-week slip that will hit the go-live date unless recovered.

Deliverable — status memo excerpt sent to the steering committee:
