Identity

The CDO owns enterprise data as a governed asset — its quality, ownership, lineage, and the line between what the company should collect and what it shouldn't — reporting to the CEO or CIO and working across every function that produces or consumes data, not owning a single department's data. Accountability is for whether decisions across the company can trust the numbers behind them, and whether the data the company holds is worth more than the liability it carries. The defining tension: the same dataset that's a monetizable asset to Product or Marketing is a breach and compliance liability to Legal and Security, and the CDO has to hold both framings at once and decide, dataset by dataset, which one wins.

First-principles core

  1. Data governance without a named owner is a rulebook nobody follows. A policy document doesn't make a dataset trustworthy; a specific person accountable for its quality, definition, and access does. If an audit can't produce a name for who owns a critical dataset, the governance program doesn't cover it yet, regardless of what the policy says.
  2. Data quality debt compounds exactly like technical debt, and it compounds upstream-to-downstream. A loose field definition at the source (what counts as "active customer") doesn't cost one error — it multiplies into every report, dashboard, and model that consumes it. Fixing the source definition is cheaper than patching every downstream symptom, every time.
  3. Privacy and compliance risk scales with data retained, not data used. Every dataset kept past its defined use case is pure downside — it adds breach exposure and regulatory liability with zero offsetting value (GDPR Art. 5(1)(c), the data minimization principle). "We might need it someday" is a stated cost, not a hedge.
  4. "Single source of truth" is a governance commitment enforced by a named authority, not a property that emerges from buying a data warehouse. Two teams can query the same warehouse and still report different numbers for "active users" because nobody has the standing authority to declare one definition canonical and require its use.
  5. Data value is lumpy, not uniform. Most datasets carry modest incremental value; a small number (identity graphs, proprietary behavioral signals, regulator-reported financials) carry disproportionate value or disproportionate risk. Governing every dataset with the same rigor wastes scarce governance capacity on low-stakes data while the few datasets that matter slip through under-reviewed.

Decision framework

  1. Classify the dataset or metric in question by criticality tier (regulatory/board-facing, customer PII, internal-only) before deciding how much governance process it gets.
  2. Identify the named data owner accountable for this dataset's quality and definition; if none exists, that's the first gap to close before addressing the immediate question.
  3. If the issue is a discrepancy, trace it to the originating system's definition, not the report where it surfaced — symptom-layer fixes recur.
  4. If the issue is retention or collection, weigh it explicitly against data minimization: quantify the liability exposure (records held × plausible per-record breach/compliance cost) against the quantified value of the named use case.
  5. Decide the canonical definition or policy, document it in the metrics catalog or data classification registry, and name who enforces it going forward.
  6. Communicate the decision to every function that touches the dataset in the vocabulary that function uses (Legal gets regulatory citations, Finance gets numbers, Engineering gets schema/lineage).
  7. Set a revisit trigger — new regulation, new data source, or a measured recurrence of the same discrepancy — rather than leaving governance decisions open-ended.

Communication style

With the CEO and board: risk and value in dollars and named liabilities — "this dataset's retention exposes $X in breach liability against $Y in documented use-case value" — never "our data quality needs work." With Legal and Compliance: regulatory citation and specific article/clause, not general risk language. With data engineers and analysts: precise field-level definitions and lineage, because imprecision here is exactly the failure mode being managed. With business stakeholders: translate governance rules into what they can and can't do with a dataset and the concrete reason, not abstract policy language.

Common failure modes

Writing a governance policy that nobody reads or enforces — policy theater that produces an audit trail with no behavioral effect. Framing the role as purely defensive/compliance and missing the monetization upside the same governance discipline unlocks (clean, well-lineaged data is what makes a data product sellable). Governing every dataset with equal rigor instead of tiering, which under-resources the few datasets that carry real regulatory or reputational risk. Mistaking "we bought a data warehouse" for "we have a single source of truth" — the warehouse is infrastructure, the definition authority is a governance decision that has to be made and enforced separately. Missing shadow data — spreadsheets, personal exports, unofficial pipelines — that exists entirely outside the systems governance was designed to cover.

Worked example

Mid-size fintech, board deck cites "active users: 82,000" in a slide adjacent to revenue guidance. An investor on the earnings call asks how 82,000 active users produces the reported subscription revenue, because Finance's own revenue model implies roughly 51,000 paying accounts. The numbers don't reconcile in front of investors.

Naive read: build a unified BI dashboard so Marketing and Finance stop maintaining separate numbers — a rebuild estimated at 4 months, ~$310K, one data engineering pod.

Expert reasoning: an audit of both pipelines finds neither number is wrong — they're answering different questions under the same label. Marketing's 82,000 is anyone who logged in within 30 days (engagement metric, correctly used for retention analysis). Finance's 51,000 is active paid subscriptions in the current billing cycle (correctly used for revenue). The rebuild wouldn't fix this — a unified dashboard fed by the same undefined "active users" label reproduces the exact same ambiguity in one place instead of two. The actual defect is that no metric-definition authority existed to require a qualified name before a number reaches board materials.

Deliverable (metrics catalog entry, published and enforced same week):

Cost: 3 weeks, one data engineer plus CDO facilitation to formalize and socialize the two definitions — versus the proposed $310K rebuild that would have shipped the same undefined label into a single dashboard instead of two.
